Does education and experience in engineering matter when going for M.E.M degree?

I have a B.S. in Networking Communications Management with no formal experience in I.T., but 7 years of government project management. I'm interested in getting a Masters in Engineering Management, but concerned about my lack of engineering experience. Do I need to start from scratch? I'm actually looking into getting a dual MEM/MBA.
